Client Needs:
The Maine Power Reliability Project (MPRP) consists of the construction and reconstruction by Central Maine Power (CMP) of approximately 350 miles of 345 kilovolt (kV) and 115 kV transmission lines and substations throughout Maine. As part of the project, CMP was required to assess the environmental impacts including identification of vernal pools and wetlands within the transmission corridors.
Kleinschmidt Solution:
Kleinschmidt completed vernal pool surveys and wetland delineations along more than 100 miles of power line right of ways throughout the State of Maine. Vernal pool surveys included detailed observation of pool wildlife and the collection of biotic and abiotic data within and surrounding the pools. Biologists surveyed all vernal pools in the right-of-way and determined if they met significance thresholds defined by the Significant Wildlife Habitat rules under the Natural Resources Protection Act (NRPA). GPS locations of vernal pools and amphibian breeding areas were collected using a Trimble GPS unit. Wetland delineations included a functional analysis of wetlands observed along with a determination of their significance. Wetland boundary lines were determined in accordance with the Army Corps Wetland Delineation Protocol, based on the three factor approach (vegetation, hydrology, and soils). Wetland boundary locations were collected using a Trimble GeoXH hand unit in conjunction with conventional flagging. Streams, both intermittent and perennial, were identified as were rare plants when encountered. Observations on wildlife usage including any rare, threatened or endangered species were also made. Kleinschmidt delivered data sheets, photos, and GPS data points.
