The Lockhart Project is a 12 MW hydro facility located on the Broad River in South Carolina and is licensed to the Lockhart Power Company (LPC). During relicensing, the South Carolina Department of Natural Resources and the U.S. Fish and Wildlife Service initially recommended that LPC address fish entrainment and mortality through extensive field studies, based on the precedents of all other recent relicensing proceedings in the state.
Kleinschmidt worked closely with LPC and the agencies to develop a comprehensive entrainment and mortality database and review the entrainment data trends evidenced in the previous similar studies conducted elsewhere in the United States, including SC. Agencies were initially reluctant to accept a desktop analysis in lieu of a conventional field study. Kleinschmidt won agency confidence by jointly exploring the available entrainment and site specific fish resources baseline data in an objective and incremental fashion and ultimately develop surrogate entrainment and mortality rates for application to the Lockhart Project.
Kleinschmidt developed a site-specific estimate of both entrainment abundance, composition and mortality in less time and for a fraction of the cost of a conventional field study. All parties agreed the resulting estimate was reasonable and adequate for the purpose of relicensing decision making. Kleinschmidt’s close coordination on the Lockhart study with SCDNR and USFWS has laid the foundation for implementing desktop entrainment assessments as standard study protocol in numerous regional and national relicensing proceedings, including additional relicensings for LPC.
