Client Needs:

FERC issued Brookfield Renewable Energy (Brookfield) a new license for the School Street Hydroelectric Project in 2007. The license required downstream fish passage for diadromous and resident fish. Kleinschmidt designed the downstream bypass, construction of which was completed in the summer of 2009. The fishway consisted of an angled bar rack with one inch clear spacing and a fish conveyance system (bypass pipe). FERC required effectiveness testing to assess the adequacy of the structure in passing target fish species downstream.

Kleinschmidt Solution:

Kleinschmidt worked with Brookfield and Federal and State agencies to develop and conduct studies to investigate downstream passage survival of resident fish, American eel, juvenile and adult blueback herring. In addition, Kleinschmidt developed and implemented passage efficiency studies for juvenile and adult blueback herring. Kleinschmidt was also contracted to inspect the conveyance structures and to survey flow field and approach velocities in front of the angled bar rack and fishway entrances. Kleinschmidt used radio telemetry, passive integrated transponder (PIT), hydroacoustic, DIDSON imaging sonar technologies, and a custom net pen to meet Brookfield’s compliance requirements.

Client Benefits:

Kleinschmidt’s integrated team of fisheries scientists and engineers were able to work collectively to develop a unique fish collection system to meet the requirements of the survival and effectiveness studies. Kleinschmidt’s creative and innovative solutions met the regulatory requirements of recapturing fish without causing mortality in the project’s complex hydraulic environment.
