Williams Strategic Sourcing Company (Williams) is developing and permitting a new 124-mile-natural gas pipeline that will span two states and three U.S. Army Corps of Engineers (USACE) districts. Mitigation is required to address unavoidable effects on regulated wetlands along the pipeline corridor. Williams required a firm that could do public outreach, design and permit wetland mitigation, and provide design-build services in a fast-paced environment.
Kleinschmidt is providing comprehensive support, including identifying properties for restoration, negotiating easements, developing mitigation plans and construction plans, and completing local permits and erosion and sediment permits. To identify potential mitigation sites for further investigation, Kleinschmidt developed a GIS-based site-selection model.
The model contains data sets representing topography, land use, soil drainage properties, land parcels, and other pertinent information. The selection model prioritized potential sites within the affected watershed(s) that are likely to be poorly drained, are adjacent to streams, have little or no development, contain existing wetlands and somewhat level topography, and have appropriate habitat cover types.
Our GIS-based model could be implemented using primarily freely sourced data to narrow the array of potential mitigation sites from several hundred thousand tax parcels to a few dozen sites to be investigated further. After meeting the basic criteria quickly and inexpensively, Williams and Kleinschmidt were able to focus on the more intensive land- owner negotiations and site survey investigations in preparation for developing the permit applications.
