Andy Qua

Andy Qua is a Kleinschmidt Certified Project Manager and Senior Regulatory Advisor/Principal Consultant. Since joining Kleinschmidt in 1992 as an intern and starting a full-time position in 1996, Andy has been involved in a broad spectrum of environmental policy work pertaining to hydropower licensing and compliance. He coordinates and manages FERC license applications, project scheduling and budgeting, economic modeling, and agency consultation/negotiation.

Andy has a working knowledge of NEPA and FERC licensing regulations, including federal requirements governing Traditional, Alternative, and Integrated Licensing Processes and the development of Environmental Assessments (EAs). Andy also assists clients with license implementation through the development of resource management and compliance plans. Some of Andy’s most recent assignments with Kleinschmidt include FERC Relicensing; Non-Capacity License Amendments; Development of PTC and LIHI Applications; Agency Consultation and Permitting; and Information Management.

Andy is a member of the National Hydropower Association. He has a B.S. in Bio-Resource Engineering Technology from the University of Maine, and he serves as the Chair for the Kleinschmidt Board of Directors.
