Paul’s responsibilities at Kleinschmidt are in the areas of dam design, repairs, maintenance and safety inspections. Since 1988, he has been recognized by the FERC as an approved Independent Consultant and is an approved PFMA Facilitator, meeting the requirements of the Commission’s Section 12.31(a).
Paul specializes in the following areas: floodgate design, construction and maintenance inspections, dam safety and vulnerability-security inspections, design and stability analyses of dams, powerhouse design, and specification and Contract Documents preparation. He has authored and presented technical papers related to dam stability at such conferences as the ASDSO annual conference; and was the Secretary and contributing author of the Civil Works for Hydroelectric Facilities: Guidelines for Life Extension and Upgrade written by a Hydropower Task Committee for the ASCE Energy Division. He also serves on Kleinschmidt’s internal QA/QC team for review of design and constructability of hydroelectric, dam, and fish passage projects.
Paul is a member of the American Society of Civil Engineers and the Association of State Dam Safety Officials. He holds a B.S. in Civil Engineering from Northeastern University and is a Licensed Professional Engineer in Alabama, Arkansas, Georgia, Indiana, Kansas, Kentucky, Maine, Michigan, North Carolina, New York, Ohio, South Carolina, Tennessee, Texas, Virginia and Wisconsin.
